Estelle Chou is Senior Policy and Licensing Officer at the Department of Foreign Affairs and International Trade (DFATD) where she oversees, since 2010, the licensing of remote sensing space systems pursuant to Canada’s Remote Sensing Space Systems Act. In that context, she analyses the security and commercial aspects of Canadian systems proposals and operations, enforces compliance with operating licences and provides information and advice to potential operators. She contributed inter alia to the licensing of RADARSAT-2, exactEarth, M3MSat and BlackBridge’s acquisition of RapidEye.

Estelle has a Master of Arts Degree from the University of Toronto (2005) specializing in Contemporary Chinese Politics and a Honour BSci. majoring in Computer Science.
